This new global development framework provides a sound basis for this but the hard work has only just started. We need to ensure that local authorities are empowered in developing countries to ensure accountability and transparency. If this agenda is to be implemented effectively, we cannot adopt a top-down approach. Local authorities must be able to provide the basic social services and infrastructure needed to ensure a decent life for all."@en1
