lpv:spoken text	"Greece has been very much affected by the consequences of the financial and economic crisis. It faces a critical lack of public funds and consequently is in difficulties to co-finance the investments of European Structural and Investment Funds. I voted in favour of the report as it does not imply any changes in the Multiannual Financial Framework annual ceilings for commitments and payments. The proposal consists of frontloading payment appropriations and is budgetary neutral over the 2014-2020 period. It also proposes to provide an additional initial pre-financing for 2014-2020 cohesion policy operational programmes under the Investment for Growth and Jobs Goal and for programmes financed from the EMFF in Greece."@en1
