lpv:spoken text	"I voted in favour of these exceptional but important measures to amend the common rules governing the implementation of the ESIF, to provide immediate liquidity to Greece and help the country make full use of available EU funding, to finance investment and encourage economic growth and job creation. For the 2007 to 2013 programming period there will be an early release of the remaining payments normally held until the closure of the programmes in addition to an increase of the maximum co-financing rates for the period from 95% up to 100%. The Commission also propose to increase the rate of pre-financing for certain EU programmes for the 2014-2020 period. It is important to note that the proposal will not have any impact on the overall allocations under the MFF to Greece or to any other Member State. I believe that while these measures are exceptional the situation in Greece warrants such a proactive response and will hopefully make a difference to its citizens in the short and long term."@en1
