"I am on record as supporting a ban on so-called ‘legal highs’ in the UK. Nevertheless, there are two problems here. Firstly, it is inappropriate for this matter to be dealt with at EU level. Drug policy should always remain firmly within the domain of the Member States. For example, Portugal and the Netherlands have a much more liberal stance than many in the United Kingdom would be happy to adopt. That is a matter for the national governments and this resolution is in effect a backdoor means of handing power to the European Union. Secondly, individual substance bans are an ineffective tool; changing from one substance to another of similar chemical composition is too easy. Overarching legislation, rather than individually referencing chemicals, is what is needed. So although I support the general principle, I felt that I must abstain on these votes."@en1
