"Mr President, I very much welcome the title of the debate, unlike some other colleagues today, and I very much welcome what Ms McAvan said. This is the first time that the external dimension has been brought together with what we are talking about in terms of the political debate on refugees.
I very much welcome the point that Mr Timmermans raised, which is that we have to have a sense of urgency. While the media spotlight understandably is on the conflict in Syria, we are entering the winter period and those of us on the Committee on Civil Liberties, Justice and Home Affairs understand what that means: it means deaths, both in the Mediterranean and on land, in the corridors, and it will mean a crisis.
I put it to the Council that they should really review the civil protection mechanism and that they should regard this as an urgent consideration.
And I say to the Commission and to Vice-President Timmermans that we really need to think not just about the politics of the relocation mechanism but also about how we will deal properly with the question of the roadmap towards the hotspots. This will be the test of whether the Commission is doing the right thing, and of whether we are working together on proper solutions that will be visible to our citizens in the European Union."@en1
