"Madam President, many developing states already feel that they have little control over the activities of both donors and NGOs.
A good example of how a state tries to manage control of its situation is in Somaliland, where the Government has set up a national planning office, ensuring that there is a national strategy – that there is joined-up thinking and that funding is directed towards agreed national priorities. Like the UK Government and other actors, the EU, as a donor, has some input into these national priorities. Thus it is both absurd and contradictory to now discuss negotiating directly with local authorities, undermining national governments and accountability – very much in the model of the role that the EU readily takes with its own Member States.
