"Mr President, I supported this resolution on Belarus, but I specifically want to explain my vote on Amendment 1. This amendment expressed concern at the decision to build a nuclear plant in Ostrovets, and called on Belarus to stop its construction until a fully independent environmental impact assessment is carried out. I fully subscribe to the idea that all countries have an absolute right to decide on their energy sources. However, there are two important issues here. First of all, we are not asking them to stop, full stop. We are only asking them to carry out a full independent assessment. Secondly, the building of a nuclear reactor has global implications. It is not like erecting a few wind turbines or building a hydroelectric station. Nuclear reactors have the potential to impact way outside of their borders, and that is why I asked for this caution."@en1
