"Mr President, this is a particularly important report, which promotes investment for jobs and growth in EU regions. Far too often we see investment concentrated in cities and urban areas without due consideration to balancing development across the EU. Strong countries need strong regions, and a strong EU needs strong regions. The cohesion policy is the main tool that we have to promote strong regions, and it takes up one-third of the budget. If we are to promote jobs and growth in rural areas and in regions, we absolutely have to ensure access to regional and rural broadband. We cannot have a digital union unless there is access to digital technologies throughout the Union. This is absolutely crucial. For example, in Ireland, we do not have access to digital technologies across the country. Therefore words like ‘balanced regional development’ and ‘equality of opportunity’ are meaningless until we ensure that access."@en1
