"I can welcome a number of aspects of this report of the Committee on Regional Development. It rightly calls for simplified procedures and the removal of red tape, in order to increase accessibility to these funds. It also recognises the important role SMEs play in creating jobs and growth, highlighting the need to deliver access to finance and also access to support programmes and training, which will promote the development of entrepreneurial skills. Finally, I am pleased to see it calling for greater efforts to manage payment backlogs, given the significant impact these delays can have on the ground.
However, I maintain concerns about some elements of this report. In particular, I do not fully share its interpretation of the role of the new European Fund for Strategic Investment and I am disappointed to see the report making calls for European Commission action in areas outside of EU competence, such as the provision of childcare facilities.
For these reasons I was unable to give this report my full support at the vote and I therefore opted to abstain."@en1
