"The European Structural and Investment Funds hold inherent potential for organisations in my constituency in Northern Ireland, many of whom work with disengaged sections of the community, including young people, women and those living with a disability. The merits of these funds toward promoting skills, employment and entrepreneurship in particular have been well publicised. However, it is equally as beneficial that all necessary steps are taken to ensure that the application and claims processes are conducive to maximising the impact that this support can provide to projects in EU regions. In this sense, this report is right to highlight that suspensions in payments must come as a last resort. In Northern Ireland, delays in payments for claims under the last European Social Fund Programme continue to mar the amicable closure of several transformative skills and training projects carried out in the last programming. This is quite frankly unacceptable and does not inspire confidence for potential applicants. Managing authorities should therefore be given clear guidance on auditing procedures to ensure that these delays do not happen in the new programme. In turn, managing authorities must use the flexibility given to them to leverage the greatest benefits possible from the Structural Funds for Northern Ireland."@en1
