"There were some positive aspects to this recommendation. Cape Verde archipelago is a tiny, poor but democratic and politically stable African state. There is no reason to suggest that the government will not spend the money the country it will receive from the EU as a financial compensation for more fishing licences – EUR 3.3million – in the best way possible. Furthermore, the Commission stated this fishing protocol will be in line with the principles of a sustainable exploitation of natural resources. However, there were a number of concerning aspects in this recommendation e.g. the local fishing communities have systematically denounced the ‘unfair’ competition they face with the presence of much bigger and modern European vessels in their waters. In the local press, they claim that the EU should help them instead to buy better engines to equip their artisanal, small boats. It was for these reasons that I abstained on this recommendation."@en1
