lpv:spoken text	"Madam President, amongst the positive aspects in this report, such as the calls for simplification, more focus on SMEs and results-based policymaking, the assessment of the previous cohesion policy programming period paints a somewhat more negative picture. The backlog in payments as well as the consistently high error rate we have seen in cohesion spending amount to nothing more than an administrative mess. Therefore, I am surprised to see the finger being pointed at inadequate funding. The reality is that we have an over-complex system that is not accessible to the end user and remains vulnerable to fraud. Moving forward, what we need to see is increased efficiency, increased simplicity and increased accountability on how our taxpayers’ money is spent – not an increase in funding, as some in this House may like to suggest."@en1
