"Madam President, I would like to tell the Commissioner that, despite what some people in the UK say, Wales is a huge beneficiary of EU funds and is a huge supporter of EU regional funds. I would also like to thank the two rapporteurs. I am pleased that both reports highlight new opportunities in the current structural funds programme, for example, the opportunity to create synergies between different cohesion policy funds and between cohesion policy funds and other programmes. I hope that the Member States and regions will take this opportunity. I also hope that they are using the new tools available to them which will have an impact on the geographical areas, for example, integrated territorial investments and the community-led local development initiatives. By adopting a bottom-up approach, by using a change of planning across an area, and by using a number of funds together, I believe that cohesion policy funds can make an even bigger difference in the future. I would ask the Commission and Commissioner to monitor the use of these new tools to make sure that they are being used and that they are effective."@en1
