"On behalf of the British Conservatives, I would like to underline our support for the broad principles, and many achievable proposals, contained in Mr Diaconu’s report. The overarching aim of protecting and promoting the cultural heritage of EU Member States, whilst boosting jobs and local economies through sustainable tourism, is one we share. We also believe that exchanging best practice between EU countries – be that through national governments, local authorities or NGOs – can provide genuine EU added value in this area.
However, culture and the protection of cultural heritage are not areas of EU competence and they should remain that way. A number of national programmes in the UK are already achieving, or can achieve, the aims of this text. On principle, therefore, UK MEPs followed our abstention on the report in committee with a vote in favour of this largely balanced text, whilst opposing key references to the existence, or the promotion, of a ‘common European culture’ or ‘values’ that could lead to competence creep. An effective, integrated approach to cultural heritage in the EU can, and must, recognise the diverse cultures and traditions of its individual Member States, and be built soundly on the principles of subsidiarity."@en1
