"Whereas the ECR Group fully supports fundamental rights, equality and the fight against discrimination for all, there are however, many areas within this report which are not competences of the EU, such as education, prisons, national intelligence services, and a number of issues of conscience. There are also a large number of issues within the report which do not fall within the scope of this report, such as austerity and immigration.
The report also calls for the EU to create a new Fundamental Rights Scoreboard and a new infringement procedure mechanism for breaches of fundamental rights, as well as proposing introducing country-by-country monitoring of fundamental rights, which the ECR Group does not feel is the most effective way of dealing with fundamental rights breaches within the Union.
Whilst the ECR supports a number of the aims contained within this report, it believes that tackling a large number of these issues is best pursued by the Member States.
Therefore, the ECR group could not vote in favour of this report."@en1
