"Madam President, I find myself in a position where it has never been easier to make a one-minute speech in this Chamber, because I absolutely agreed with the Commission’s proposal and felt that it really was not necessary for us to make much of a change. My group believes in better regulation, and that means we do not believe in over—regulation. We believe that the Commission proposal is correctly based on the legal basis of Article 31 of the Euratom Treaty. I think Parliament’s proposed amendments are inconsistent with the principle of keeping Euratom as a separate organisation responsible for the functioning of the nuclear energy sector. Among the shadows during the discussions, I heard nothing to convince me that the safety of citizens would be improved by the involvement of Parliament in detailed scrutiny, substance by substance. Indeed, during much of the debate and particularly in the detail of many of the recitals which were decided upon, it became absolutely clear to me that many of my colleagues were motivated by a philosophical belief in the danger of nuclear energy, as opposed to any particular regard to this proposal. So my group’s position is – and will remain – that the legal basis is correct and that we support the Commission’s proposal as put forward."@en1
