"Madam President, today we remember all those who tragically lost their lives in the senseless and merciless acts of terror in London ten years ago. We also remember the families and friends who live with their grief every day, and our thoughts are obviously with them today.
Also, recent events in Paris have tragically reminded us that our security and our freedom are never guaranteed, and that maintaining our security is one of the greatest challenges we face. The right to security is a fundamental right, and we have a responsibility, as legislators, to ensure that we protect people and that we detain and punish those who seek to do us harm.
Whilst the Commission’s strategy has been welcomed by me and my group, unfortunately, I fear that Parliament’s response and recommendations would insufficiently equip the EU and its Member States to fight the worst kinds of criminality. Ensuring data protection, fundamental rights and self-reflection are, of course, an important part of creating effective policies in the area of security and law enforcement and a vital ingredient in order for measures to be proportionate, necessary and democratic.
However, focusing on these elements alone is not sufficient to deliver a strategy intended to keep the EU and its citizens safe for the next four years. Law-making is about balance. I see little balance in the resolution from Parliament. The EU needs policies, measures, resources, expertise and actions which show that criminality and terror have no place in the EU. We need to be talking in serious and clear terms about how we protect children from abuse and exploitation; how we stop radicalisation; how we can better exchange law enforcement information; how we can stop drugs and arms smuggling; how we can help protect victims and how we can ensure that law enforcement agencies have the funding and resources they require to be effective.
This was not intended to be a resolution on fundamental rights; it was supposed to be a resolution on delivering clear and firm security. Therefore, I cannot support something which, sadly, misses the point."@en1
