lpv:spoken text	"Mr President, this report talks about accountability, value for money and big on big, small on small. That is enormously encouraging, and for that, my grateful thanks to Commissioner Georgieva, who brings real common sense and discipline to the whole budget procedure. But I have a concern. This Parliament takes a keen interest in the formulation of the budget, but we take very little interest in the outcome and performance of the budget. That is not acceptable. Colleagues, we are spending taxpayers’ money, and yet we have no way of assessing value for money, no procedure for gauging effectiveness, and no scrutiny. In consequence, too often our decisions are based on political traditions, and far too seldom are they based on sound, proven evidence."@en1
