lpv:spoken text	"While the report recommends that Parliament adopts DAB3/2015 which the ECR supports, it has also established a political link with DAB4/2015 (mobilisation of the EU Solidarity Fund). The report claims that by linking the adoption of DAB3 with DAB4/2015 Council will be unable to shift the payment requests related to the EUSF into the 2016 budget negotiations. It points out that DAB 3/2015 will reduce the share of GNI contributions from Member States and will therefore more than compensate their contribution to the financing of DAB 4/2015. The ECR is in favour of adopting DAB 3/2015 un-amended and will not accept any political linkage between DABs."@en1
