"Mr President, I agree that the circular economy is vital to Europe’s future economic viability, and I also agree that we need to be ambitious. So I have no complaint at all with the thrust of Ms Pietikäinen’s report. But I find myself in some difficulty, as indeed I did in committee, in terms of supporting the report in its entirety as it stands. This is for one reason only: whilst I passionately believe in all of these things, I also believe in evidence-based policy-making, and in setting out a credible legislative framework. So, before we start setting absolute numbers in our targets, we should carefully examine the impact of doing so. I have seen so often before that an own initiative report like this becomes not just indicative but somehow binding, with Parliament, in examining the legislative report when it comes forward, seeing any variance from these numbers as an unacceptable lessening and loosening of its position. A good example of this is the call for 70% recycling and reuse for municipal waste: very laudable – I support it. But before such targets can be considered, they must be underpinned by indicators to assess and measure improvements. There needs to be an impact assessment – we need to make sure that this is done properly – and I regret that we were unable to get some of these absolute numbers, rather than principles, removed from what is an own initiative report."@en1
