"I voted in favour of the amendment which called for the Commission proposal to be rejected in this resolution as, put simply, the Commission’s proposal is an unmitigated disaster with no redeeming features. The fact of the matter is that EUR 2.7 billion from Horizon 2020 and EUR 3 billion from the Connecting Europe Facility was going directly into the European Investment Bank (EIB) before there was any Juncker plan. Much of it is a sophisticated subterfuge in order to increase the powers of the European Investment Bank and create new structures within its framework. With regards to the legislative resolution I tabled a negative vote. While of course I welcome real investment, the ESFI does not go anywhere near real investment and more importantly it does not address the gaping hole we have in public investment as a result of continuous austerity policies. Critical engagement with the Plan is still fundamental but as it stands, the resolution is inadequate and irresolute and it was for these reasons that I voted against this resolution."@en1
