"Mr President, firstly I would just like to say that I very much welcome the creation of EFSI and the opportunity that it provides in the UK as well as in all the other European Union countries for investment in infrastructure, SMEs and green growth. Just this morning I had a meeting with people from my region who were talking about EFSI as being a vital source of funding for the significant energy infrastructure gap that we have, which is a promising sign of where it can be used. However, additionality is absolutely the key, and that is why the source of the funding for EFSI is a challenge, and it is a challenge that we are going to have to keep coming back to. Taking the money from Horizon 2020, which is already a successful means of support for our economy, was the wrong source, and we need to keep going back to this – and we will do so in the 2016 budget negotiations."@en1
