"Madam President, I think the chasm we are in can be summarised by two quotations from Members here this afternoon. Firstly, from the Left, Madam Dalli said: ‘this is everybody’s problem’. Then, from the Right, Mr Duncan pointed out that 37 of the 192 states have ratified Kyoto; that is 20%. So there is a global problem and only 20% facing up to it. Obviously the problem is going to get worse. So for that reason, Europe has to take a very firm line in Paris to show that we are willing to go and meet our commitments. But this is conditional on others doing the same. Otherwise, as my colleague Mr Kariņš pointed out, we are not going to make any difference. Our emissions are 11% of global emissions, so either we are all in this together, or we will all fall together. Hopefully we can get an agreement, because if it is not global it is not worth doing."@en1
