Even if emergency funds are needed (and they may be), they should be managed and used at a local level. This is another area where, even if the idea makes sense – emergencies happen, help is needed – it should be implemented at Member State and local level. Our Irish colleague was right earlier: Member States have the solution. We should not be trying to do it for the entire 500 million population stretching from Arctic tundra, through Shropshire dairy farms to Sicilian olive groves. When will the EU understand that big is bad, small is beautiful and micro is magic? Bring it down to the local level: that is what we want."@en1
