"Mr President, I have been calling for some time for the reassessment of development aid, especially to countries that are corrupt, dictatorial or autocratic, and I think Eritrea is a case in point. This is a country that has had the same president since 1991. It has no constitution. It has no independent judiciary. It has no elections. And there is no freedom of the press. In fact, it is ranked last in the Reporters Without Borders index.
What is the point in giving development aid to them? You are only propping up the regime that is there. I think that rather than doing that, we should actually be trying to help the refugees in the short term so that at least they can have some quality of life, and then stipulate to countries like Eritrea that development aid is available provided that at least basic human rights are respected."@en1
