It underlines that the global market for environmental goods and services is worth EUR 1 000 billion per year, and it is estimated that this amount will double or even triple by 2020. A strong emphasis is put on the challenges which face SMEs in the fields of financing, research and development, the legislative burden and enhancing cross-board cooperation in relation to green growth. Notably, it calls on Member States to use market-based instruments in their public support schemes."@en1
