"Mr President, if we are in any doubt about the impact of this House with its urgency procedures we need only take into account the actions of the Algerian authorities in relation to this motion, and the fairly mild criticism therein. Algeria is an important friend of the European Union, an important partner in our ‘near abroad’, so it is all the more important that that partnership is frank and honest, and based upon our values and the rule of law. Algeria has signed up to all the international agreements on human rights, labour rights and social rights that we could ask for, and they need to be implemented fully and genuinely. So in paragraph 1 we are right to highlight and condemn the ongoing detention of eight peaceful activists. Their actions were peaceful and legitimate and they should be released now. Paragraph 5 is the key one for my Group. I will read it out: it calls on the Algerian authorities to implement their obligations to protect ‘the right to freedom of expression, association and peaceful assembly, and to take appropriate steps to ensure the safety and security of civil society activists and human rights defenders and their freedom to pursue their legitimate and peaceful activities’. We are right to expect our friends to live up to their humanitarian commitments, and presently Algeria is not adequately doing so. As a friend of Algeria, we must encourage them to do better; I believe we can."@en1
