"Visually impaired persons are often denied the fundamental right to information and education: the right to read, as the great majority of publications remain unavailable in analogue or digital format accessible to visually impaired persons. Visually impaired people face a ‘book famine’ in which only between 1-7% of books have been ever published in accessible formats. The ratification of the Marrakesh Treaty is eagerly awaited by disabled people and their families, so that they can fully enjoy freedom of expression and the right to education. Technology has been instrumental in shaping solutions to the issue of accessibility. According to the very important aspect of an ageing EU population, there are increasing numbers of visually impaired persons and other disabled people. As this number grows, so will the scale of the problem of the exclusion of a relevant share of the population from access to information. Persons with disabilities must be allowed timely and comprehensive access to published works, and this can be achieved in a way that maximises the potential outreach to visually impaired persons while respecting the provisions of copyright laws."@en1
