"Mr President, from what I have heard this evening, I am concerned that we are not recognising the huge difference between humanitarian assistance in areas of disasters and true development aid. Development aid is notoriously prone to corruption and misuse. Arbitrary EU targets, minus any accountability or audit measures, will only worsen such abuse potential. The model for development aid has changed massively over the last decade and a half – change initiated not least by China, with numerous examples on record in Africa and South America. The days of conditional development for EU economic, social and environmental objectives are well and truly over. We need to recognise that, accept that change and adapt accordingly. Whether 0.7% or 0.2%, I am not fussed about the target, because any target is absolutely meaningless if it not effective, productive, accountable – and I emphasise accountable – and non—conditional."@en1
