"Mr President, prevention of road traffic accidents is vitally important and requires our continued support. However, we should direct our efforts at those strategies or mechanisms which are most effective and guaranteed to contribute to safety. As such, I cannot support a mandatory eCall system for four reasons. Firstly, the system works on a mobile phone signal which is patchy or non-existent in many rural areas, particularly in the UK. It is therefore not proven that the system will work in areas of limited reception. Secondly, it will require significant infrastructure investment to make it work. Thirdly, independent research suggests that eCall will reduce serious injuries by only 0.5%. We will therefore have to divert measures from better and more effective road safety measures. Fourthly and lastly, the most important concern from my point of view is that of privacy and civil liberties. eCall will mean that all car journeys in the EU and their speed can be tracked. That is unacceptable to me. Conservatives fought hard to introduce safeguards into this agreement. However, I remain convinced that, unless optional, the system seriously undermines privacy and civil liberties. As a result, I and my delegation can only support a voluntary eCall system and not a mandatory one."@en1
