"Mr President, along with colleagues, I sincerely hope that this vote will go through later on today. These operational programmes have real people on the end of them, and I know this all too well because in my region I have a county called Cornwall, which is due to receive about GBP 500 million as a result of cohesion funding. But, because of the UK Government’s failure to adequately get operational programmes agreed, there is a real risk of delays in that and we are already seeing redundancy notices and people losing their jobs as a consequence of this failure, so it is not cold statistics, it is real lives that we are talking about here. But there is also a question I would like to ask, because particular programmes such as the Youth Employment Initiative have deadlines on them, and the delay in agreeing operational programmes can mean that there is a very short window within which to spend those funds. I hope that it will be possible not just to have flexibility on the commitments but also on the time available to spend the money that should be wisely spent on those programmes."@en1
