"Madam President, two months ago this House discussed the crisis in Libya. At that time the peace talks were between the two main factions and were being brokered by the UN in Geneva under the auspices of Bernardino Leon as Special Representative. Since then, ISIS has strengthened its position in Sirte, from where it has launched attacks against the Copts – murdering 21 men by beheading. Most recently, ISIS has destroyed an oil facility in al—Ghani where another eight Libyans were killed and where nine foreign nationals were kidnapped, two of whom are EU citizens.
The previous peace talks have broken down now and a fresh round of EU-funded talks, scheduled for Rabat in Morocco, looks set to be delayed at the request of the internationally—recognised government in Tobruk. Allowing Libya to fall into chaos will result in it becoming a failed state and a safe haven for jihadi terrorism very close to our own borders. This will not only jeopardise our security on our continent, but also lead to a massive influx of refugees across the Mediterranean. Member States need to look more seriously and closely now at a UN—mandated restarting of military options and to support our regional allies such as Egypt in containing this terrible problem."@en1
