"Madam President, foreign defence and security policy is one of the few remaining bastions of sovereignty for the 28 Member States, but for how much longer? We have a High Representative, an External Action Service, a military staff, a defence agency, EU battle groups and Eurocorps – the list goes on. Now President Juncker calls for an EU army at the very moment that this report calls for a more ambitious foreign and security policy. To whom would you expect these troops to swear their allegiance? An EU foreign policy is unworkable at best, and irresponsibly dangerous at worst. Member States have very different foreign policy needs and concerns. Do you people honestly think that Britain and Spain can ever share a foreign policy while Spain continues its blatant aggression around Gibraltar? Do you people really think that it is sensible for Spanish military planes to deliberately spook civilian airliners landing in Gibraltar? You have a civilised duty to chastise Spain for such aggression, but – of course – you won’t and that is just one of the many reasons why Britain will withdraw from this place and thrive as an independent nation state, free from the shackles that EU membership places upon us."@en1
