"The 2015 AGS is accompanied by the draft Joint Employment Report (JER). The JER takes stock of employment reforms in Member States, expands on the key employment messages contained in the AGS and includes for the first time the findings of the "Social and Employment Scoreboard", which was introduced last year to strengthen the social dimension of the EMU. While the AGS does not in itself have any regulatory implications, this own-initiative report seeks to build on the JER. While it is quite balanced in places and contains a number of key ECR priorities, it also calls for a number of initiatives at EU level that the ECR cannot support, including: a European framework for minimum wages; a proposal for a European minimum income; a European framework for introducing minimum standards for the implementation of youth guarantees; the introduction of an EU child guarantee against poverty; a Green Paper on automatic stabilisers in the EMU (EU unemployment benefit scheme); and making the "social and employment scoreboard" binding."@en1
