"Mr President, I want to begin by congratulating Mr Rosati on his report. Even though voters in my constituency do not stop me on the street and talk about macroeconomic imbalances, growth—friendly fiscal consolidation or the European Semester, they do talk to me about this crash that they have gone through, the biggest financial crash in the lifetime of the European Union, and we have to make sure that this crash never comes back. We have to make sure that the system we put in place for economic governance is strong and robust, and I think it is crucially important that we take some ownership of the decisions that come from this process. I think, as is said in the report, we should have a longer period of time between the publication of the national plans and a debate in the Member State parliament. It is crucially important that Member States take ownership of the country—specific recommendations. What is shown to be the case in Ireland is that where you restructure radically, where you go through an enormous crash, you can come out the other side with substantially improved growth rates. In those countries that have gone through the biggest shock, we can come out the other side with much more enhanced and restructured economies and we can get more and more people back to work. This is a fundamental part of that process in making sure that we have economies that are fit for purpose. Finally, can I make this point – in the country—specific recommendations, public sector reform and change of public sector administration is crucial. We should use the EU budget to help countries implement those country—specific recommendations as an incentive to those countries. Many of them have gone through a very difficult period. Finally, can I say this – we have to have the same rules for everyone, big countries and small countries."@en1
