"Mr President, next week the Council will discuss the crisis in Ukraine and the EU’s plans for an energy union. The theme common to these subjects is Russia and the threat it poses. Russia is providing military equipment, financial assistance and troops to the so—called separatists in Ukraine, sparking a conflict in which more than 5 000 people have died. Mr Putin talks peace but, at the same time, his government is doing everything possible to prevent it. As the British Defence Secretary noted, he is behaving like a 1930s tyrant. In these circumstances, we must remain resolute. Should Russia not abide by the latest ceasefire, then we should increase sanctions further. At a time when the solidarity and resolve of the NATO alliance is so vital, it is not helpful, Mr Juncker, Mr Verhofstadt, for you to start fantasising about an EU army. Mr Putin also uses energy policy to threaten us, and here the EU can play a useful role. I welcome the Commission’s plans on the Energy Union. I want a continent—wide single market in both gas and electricity. This will increase competition and lower prices for consumers and businesses, and that will create the growth and jobs we all want. The EU needs to be in a position where it does not matter if Mr Putin turns off the gas taps because we can import as much gas as we need though our liquefied natural gas (LNG) terminals and transport it across the whole continent. That is real energy security."@en1
