"One of the ways merchants pass on the costs of these fees to consumers is by surcharging. Otherwise, including when surcharging is not legally allowed in a Member State jurisdiction, merchants raise prices overall, which passes on the cost to all consumers irrespective of the means of payment they use. Together with other legislation governing payments in the EU (such as the Payment Services Directive, under review, governing intra-EU payments in euro and EU currencies) this regulation aims at improving competition, transparency of fees and choice of card schemes by retailers and consumers. While it may not be a breakthrough in a direct and immediate sense for consumers, it is a necessary step to address serious issues with our payment systems in Europe, and one which has great potential to bring down the invisible costs that consumers pay when they make retail payments."@en1
