"Mr President, there is a need for all governments to encourage and upgrade their housing to be more efficient in line with the green economy and to save energy. Across Europe lack of investment in retrofitting domestic and indeed public buildings to conserve energy is costing us. For every one euro invested by governments in retrofitting buildings, a return of up to five euros is generated for public finances in a very short time. Retrofitted domestic homes can save up to EUR 450 per home annually in heating bills. It makes sense to launch an ambitious programme of retrofitting social housing, public buildings and domestic homes to drive down our electricity bills and our dependence on fossil fuels. Ten thousand public buildings in Ireland are costing EUR 600 million annually in heat, light and energy costs. So we need to encourage investment in retrofitting: it will create jobs, particularly in our rural areas; it will give a boost to the construction sector, which is slowly recovering. I would call on the Commission to work with the European Investment Bank to draw on Mr Juncker’s investment plan, to ensure that we invest in energy-saving measures in our homes."@en1
