"Mr President, I was surprised that UKIP and some Conservatives have opposed this particular piece of legislation. It can only mean one thing: that in their own country they are in favour of foreign-registered cars, be they driven by citizens of other countries or British expats returning home, having immunity from prosecution when they commit an offence such as drunken driving or gross speeding.
This is incomprehensible. Why should ordinary resident citizens have to pay fines and those who by one means or another are driving a car registered in another country not be punished and not have to face the consequences of their offences?
It is not, as Mr Hannan was claiming, an attempt to have common EU policies and regulations on all aspects of driving safety. It is about allowing each country to enforce the rules that exist in each country when they are broken by those resident in other countries. It is a good example, a sensible example, of how we can work together at European level to benefit our citizens."@en1
