"Mr President, I would like briefly to welcome the resolution that was carried today in respect of the cross-border exchange of information. It is crucially important that we act collectively on this issue because we know that when foreign drivers of foreign cars are driving in any of our Member States the propensity for offences to occur is much greater. That goes back to evidence in 2007, when a Commission report showed that unless you have proper means of enforcement it becomes very easy for people to break the law. So, it is a good day’s work that we have managed to put this resolution through. Bad and dangerous driving behaviour can be affected only if people feel they are going to be caught. And there is a responsibility on all Member States to ensure a proper, adequate flow of information from one country to the next in order to make sure that happens.
Lastly I would say this: in my own country, in Ireland, I have been arguing for a very long time that we need to have a joint approach, North and South, to penalty points. We have been trying, on a cross-party basis and with the British Government, to achieve that. I think it makes sense, especially where there is a shared border between two jurisdictions, to have a common approach to penalty points. If today’s resolution on the exchange of information leads to that in countries which are close to one another, it makes absolute sense from a European perspective."@en1
