The assessment of these states’ abilities to fully comply with provisions is important for child safety. These countries will be trusted by us to a great extent. The Commission has not undertaken this kind of assessment. The UK Government believes there are ‘serious risks in returning children to a third country that does not respect rule of law or basic legal procedures in family cases’. I therefore voted against as this measure has not been properly thought through."@en1
