"Madam President, I am delighted to hear what the Commissioner has to say about the implementation of this much-needed action plan to tackle this particularly horrific form of violence against women and girls that is FGM – female genital mutilation. We are all quoting the projected figures on victims in the EU and worldwide, but in fact we are not able to say exactly how many girls are cut every year because there is a lack of reliable data. What we can say is that vulnerable girls, often from already isolated sections of our communities, are at the most risk.
What effort is there now to collect this data and how will we tackle this practice if we do not know the scale of the issue? The Commission’s recent communication commits to helping Member States raise awareness and provide training for relevant professionals, and that is very welcome. In the UK the first and only case of prosecution of a Dr Dharmasena for not attending to FGM shows knowledge amongst key professionals remains woefully low. He says he never received any training on FGM in either his undergraduate or postgraduate studies and was not aware of any hospital policy on FGM.
We have to provide training for teachers, doctors, policemen and other key professionals now, so that they can recognise the warning signs and will know what to do when presented with the evidence. Training takes only a few days but it could help prevent vulnerable girls from being forced to live with the consequences of FGM for the rest of their lives. Awareness-raising among professionals is a great start but of course that is not enough to end this brutal practice. We must all work closely with the communities, to start to change attitudes and to talk about this issue, supporting the brave women who refuse to allow their daughters to be cut and arming the girls with information so that they can recognise the warning signs and resist."@en1
