"Mr President, tomorrow night’s summit provides a moment of great danger, but perhaps a unique moment of hope too that the repeated frustrations can be overcome and peace can succeed. Those of us in this Chamber must avoid the temptation simply to ramp up the anti-Russia rhetoric. If two EU leaders are prepared to fly to Moscow to avert what one of them called the prospect of total war in Europe, we have no less a duty to contribute to all, and any, hopes of a political solution. But if the talks fail tomorrow, we must not fail too. Talk of unwillingness to roll forward European sanctions can only undermine the strength of European unity to be able to create a change of attitude in Moscow. Indeed, the further list of names due to be published on Monday should appear because the progress we need to see can only be actual progress on the ground.
Last night, Mr Pushkov from the Duma told our Parliament’s committee that Russia wanted a Kosovo solution for Ukraine – this from a country that opposed it for Kosovo itself – and he said Russia had no responsibility for insurgents who have crossed from its borders when European countries have precisely taken responsibility for foreign fighters in a different sphere who have crossed from ours. Russia has to be willing to change course for peace. We have to show them we remain open for them to do so."@en1
