"Madam President, I think it is very important that we set a legal basis and ensure that there is no gap through which those who commit traffic offences in another jurisdiction can escape. For many years, drivers could act with impunity whilst driving on our roads relatively safe in the knowledge that they would not be prosecuted. That is all to change now and I welcome it. This directive is above all about safety, and I welcome the cross-party support it has received going through the Committee on Transport and Tourism, of which I am a member. I want to commend the rapporteur Ms Ayala Sender, and indeed our shadow rapporteur, Georges Bach, on their work. According to an EEC impact assessment study, these new proposals will save between 350 and 400 road deaths per year. I do not think anybody can argue with that statistic in terms of the work we are doing here in ensuring that those lives are saved – not to mention the horrific injuries that we also have on our roads. This directive will save lives, but it will also bring Europe together in our common goal of saving lives on our roads and ensuring that we want to be one integrated Europe. We cannot have one law for domestic drivers and another for foreign drivers who choose to break the law. The eight traffic offences that have been covered are, I am sure, the most common. I know safety belts were mentioned and I would like to think that when we speak of safety belts we speak of ensuring that adults ensure that children are secure and have proper restraints in place. We have made considerable progress and I know, Madam Commissioner, it is one of your priorities to reduce deaths on our roads. In 1990, there were 76 000 deaths on European roads, and last year 26 000. That is considerable progress, but still a lot more needs to be done. I look forward to working with you, Madam Commissioner, over the next five years as you set out to improve road safety for all our citizens."@en1
