"Mr President, here is a really radical thought for the Commission: the whole concept that the customer might be right. That seems to stick in the Commission’s throat. It seems to be a problem for it. At the moment we are being asked to make a decision on very shaky information. The information that we have from the Commission has come from enterprise and business self-reporting. How on earth can we trust that? I trust the consumers, and the consumers say that they want this. One thing, though, that we have to be wary about, and I do agree with the Liberal Member who spoke earlier, is that this cannot be too onerous and too burdensome for the producers, because it will not be the big producers that will be hurt, because they will have the money to do this; it will be the small producers. But it is quite clear that the public wants this and surely the public should get what it wants. I know the Commission very rarely does it, but how about making it a first here?"@en1
