"Mr President, for decades Turkey was the great democratic success story in the Muslim world. When the Arab Spring risings happened you heard the same sentiment expressed all across the region, from Morocco to Jordan. People would say: ‘We want to be like Turkey. We want to be a free-market, pluralist, multiparty, secular Muslim democracy.’ That places a particular burden on our Turkish allies to hold themselves to a higher standard. It may well be the case that there is, as Turks say, a parallel state, with supporters of the Gülen movement in parts of the security services. It may well be the case that they have sympathisers in the media. I think even the Gülen people themselves do not deny that they have a network in the security apparatus. Of course, we can see what journalists have said about it. But none of that justifies lowering your standards. On the contrary, it places you under an obligation to behave more cleanly than you otherwise would. Turks deserve better; we expect better."@en1
