"Mr President, I send condolences to the families of the victims and to the French people, and in this foreign policy debate I focus on UN Secretary-General Ban Ki-moon’s announcement that Palestine will be joining the International Criminal Court (ICC) on 1 April. This political, peaceful and legitimate course of action by the Palestinian Authority is to be welcomed. It grants jurisdiction to the ICC over any war crimes and crimes against humanity committed in the Occupied Palestinian territory and applies to all parties in the conflict there. Granting access to justice for thousands of victims is a positive way forward. Amnesty International said that Israel, the US and the EU Member States must refrain from punishing or threatening Palestine for taking this positive step. Member States need to be clear that Palestine joining the ICC is a legitimate positive step and that it is in no way an attempt to aggravate an already tense situation, and therefore no one should try to stir up the flame of confrontation."@en1
