"The ISS has traditionally been a very unilateral security-oriented instrument, with a sole focus on repression without taking stock of the already existing security measures within Member States, without virtually any account of fundamental rights, and without any involvement of civil society and relevant human rights organisations. It has been the basis for such instruments as the EU PNR, the Data Retention Directive, Europol's Cybercrime Centre, the mandate for the strengthening of FRONTEX and the deployment of EUROSUR; all of which have been problematic. The actors in this field are generally non-accountable, and neither is their exact mandate very clear This resolution particularly asks for the new ISS to focus on the foreign fighter's issues, and the Commission seems eager to make this point the focal point of its next ISS Communication (perhaps to give a new boost to the already-defeated EU PNR Directive). I take security seriously but that this ISS is so unilaterally focused on immediate repression, without any look at broader geopolitical, socio-economic issues, that it is totally unbalanced and that is why I voted against this motion."@en1
