"Mr President, year after year some Member States seem to pay far more attention – indeed exclusive attention – to the level of spending in the European Union budget, and ignore the content. I believe the two are intricately linked and we should do better to look more at the content. If we can use the European budget for those items of spending where, by spending at European level, you save money at national level by avoiding duplication or by economies of scale, then there would be far more consensus about the usefulness of the Union’s budget. In that respect, I think the growth in recent years of the research and development part of the budget, which is a manifest case of pooling resources to get a better result, to get a ‘bigger bang for your buck’ as the Americans say, is a good example and needs to be quoted much more often in domestic debates, not least in my own country."@en1
