"The Cohesion Fund lies at the heart of the EU’s growth agenda, and as such is the largest instrument available to the EU to drive investment and to promote growth and jobs. A streamlined cohesion policy has real potential for addressing economic disparities among Member States and regions, reducing unemployment and encouraging growth. Northern Ireland has benefited immensely from European Structural and Investment Funds, and it was hoped that the Cohesion Fund would simplify the funding process. It was expected that Operational Programmes would be up and running by the end of 2014. However, we are facing a clear delay at the level of the programming process, and it estimated that only a small number of OPs will be adopted by the end of this year. It is vital that there are no further delays. Many organisations in Northern Ireland depend on this funding, and the onus is on the Commission and Member States to do their utmost to encourage the adoption of a maximum number of Operational Programmes, and on the Commission to present the measures it intends to undertake to proceed with the implementation of the Operational Programmes."@en1
